歐盟電池護照法規簡介
Concerning batteries and waste batteries, amending Directive 2008 / 98 / EC and Regulation (EU) 2019 / 1020 and repealing Directive 2006 / 66 / EC, 《歐盟電池和報廢電池法規》於 2023 年 8 月 17 日正式公佈生效。
法規中引人注目的一點，是自 2027 年起，電池出口到歐洲需要持有符合“電池護照”法規，記錄電池的製造商、材料成分、碳足跡、供應鏈等資訊。這將對台灣電池產業出口至歐洲產生重大影響。2027 年 2 月 18 日起，歐盟電池法規所涵蓋的電池類別和資料屬性。Article 65(1)規定了電池類別，包括：輕型運輸工具（LMT）電池、容量超過 2kWh 的工業電池、以及電動車電池。電池護照需強制執行。（參考資料）
歐盟電池護照資料內容
依據法規附件 ANNEX XIII, INFORMATION TO BE INCLUDED IN THE BATTERY PASSPORT ( L 191/108)，
電池護照資料類型分為下列 7 大類：

資料載體及 ISO/IEC 15459:2015
依據法規 Article 65 (3) 對於電池護照，該資料載體應為 QR Code， QR Code「應以可見、清晰、不可磨滅的方式列印或雕刻在電池上」； 或者，如果不可能，請貼在包裝或隨附文件上（第 13 (6) 條）。 根據法規 (Recital 28, Article 65 (3)) and the ESPR (6) (Article 9 (1))，資料載體應符合 ISO/IEC 15459:2015 和 ISO / IEC 18004:2015 要求。 此外，根據指示 (EU) 2019/882 (Recital 28)，QR Code 應可供殘障人士使用。
ISO / IEC 15459-4 第 4 點說明：
Class identification of items for individual items, for a unit identifier for individual items equivalent to a Serialized GTIN (GS1 Application Identifiers 01 and 21) 序列化 GTIN（GS1 應用識別碼 01 和 21）用於個別品項之單元識別碼
GS1 標準符合 ISO / IEC 15459:2015 和 ISO / IEC 18004:2015 要求

以 GS1 Digital Link 為說明電池護照編碼範例。QR Code 按照 GS1 Digital Link 標準規範載入相應之 URL 語法格式範例：
- 電池護照資料平台網址：http://Bpassport.gs1tw.org（範例，非真實網址），電池相關廠商可自訂電池護照資料網址
- 電池型號：GTIN-14：04711234567899, 使用 GS1 核發公司前置碼編制電池型號及組件的 GTIN 編號
- 電池序號：A0001, 電池相關廠商自訂電池組件序號
